MANCHESTER, NH – Manchester Police responded to 70 Dover St. at approximately 3:05 a.m. on March 27 after a neighbor complained about the second-floor tenants. He felt they were engaged in an altercation so he confronted them and asked them to quiet down. Instead, a female yelled obscenities at him and allegedly threw several eggs at his vehicle.

Screen Shot 2017 03 28 at 7.56.36 AMOfficers William Dann, Canada Stewart, and Tyler Gagne responded to the scene. A male, later identified as Samuel Caraballo, 19, a resident of the Dover Street address, opened the door and immediately became confrontational with Officer Dann about the reasons they had been dispatched to the address. Caraballo backed out of the doorway as a woman came to the door, identified as Kristina Roberts, 18, of Manchester. Roberts blocked the door frame while allegedly arguing with the officers.

Officer Dann noticed Caraballo walk toward a long gun, which was located next to a bed, as his Roberts, his girlfriend, continued to block the doorway. Caraballo reached for the long gun, so Officer Dann pushed past the female in the doorway even though she grabbed his jacket and attempted to prevent him from entering. Roberts tried blocking the other officers from entering the apartment, so Officer Gagne started to place her into custody.

However, Caraballo was actively fighting Officer Dann as the officer struggled to remove the shotgun from his grips. Caraballo managed to kick Officer Dann in the chest as the other officers were attempting to arrest Roberts. Officer Gagne incapacitated Caraballo with his department issued Taser and he was finally taken into custody.

Officer Stewart placed Roberts into custody. Roberts placed her buttocks on the officer’s leg and threatened to defecate on her as they waited for the transport wagon. Roberts was charged with simple assault (unprivileged physical contact with the officer) and two counts of resisting arrest/detention. She appeared in the 9th Circuit Court-Manchester on March 27, 2017.

Caraballo was charged with criminal threatening (a felony); resisting arrest/detention; and simple assault. He also appeared in the 9th Circuit Court-Manchester on March 27, 2017. The officer seized an unloaded 12 gauge shotgun from the residence.
