The arrest stems from an incident on July 15, 2019, at Cactus Jack’s restaurant on South Willow Street, where a wallet was stolen.

The victim told police she was tending bar and had put her wallet next to her purse behind the counter. She said when she noticed it was missing, she viewed the surveillance video and saw a man reach over the counter, grab the wallet (which contained a large sum of cash) and put it in his bag. He immediately walked out of the restaurant  The bartender didn’t recognize the man and said he was not a regular customer.
