On Aug. 4 at about 11:30 p.m. Manchester Police Officers J.P. Makara and Dan Golia responded to a report of weapons being fired in the area of Lowell and Buzzell streets.

The anonymous caller provided a description of two male perpetrators and a direction of travel. Officer Makara arrived on scene and immediately located two men  matching the original description provided by the caller.

They were identified as Lwoki Loki, 19, of Manchester; and Richard Shout, 18, also of Manchester.

Officer Makara noticed Loki holding a firearm in his hand and used a felony level stop to detain both Loki and Shout. Officer Golia approached Shout, who had a fireharm tucked in his waistband.

Both handguns turned out to be BB guns, so the two were arrested and charged with disorderly conduct for causing public alarm.
