Distraught man who is a city firefighter charged with assaulting officer

MANCHESTER, NH – A city firefighter was arrested last week after assaulting a police officer during a domestic call at his mother’s home.

Officer Mark Aquino arrived at 36 Miami Court at 9:50 p.m. on July 13, 2017 for a man threatening to harm himself. Officer Aquino noticed a broken car window as he approached the home of Lisette Biron. He heard multiple people arguing with a man later identified as Robert Biron, 48, of Goffstown. Biron, a Manchester Firefighter, was at his mother’s home.

Biron was bleeding from the hand as he attempted to open a kitchen drawer. Officer Aquino was told that Biron had threatened to harm himself, so he placed his arm on his back in an attempt to calm him down as another officer responded to the call.

According to police, Biron was combative with the officer, so he was transitioned to the ground after he elbowed the officer in the face. Officer Kyle Daly arrived on scene and assisted in the arrest. Biron remained uncooperative and tucked his hands underneath his body to avoid the arrest. Officer Daly ultimately deployed his department issued Taser to gain compliance. AMR treated Biron for a hand injury after he was placed into custody.

He was charged with preventative detention, simple assault, resisting arrest/detention and criminal mischief (domestic-related because he broke his sister’s car window).

Biron was released from custody on July 18, 2017 after posting $1,500 personal recognizance bail. He is scheduled to appear in the 9th Circuit Court-Manchester on September 12, 2017.

Chief Dan Goonan said Biron is a lieutenant and has been with Manchester Fire Department for 18 years. He was placed on administrative leave with pay until the internal investigation into the incident, which he called “troubling,” is completed.

“We don’t see incidents like this too often; they’re rare. The charges in this case are troubling. But when something like this does happen, we’re consistent. We let the police do their job and we gather the facts,” Goonan said. “Like anyone else, firefighters can have some turmoil in their lives.”
