Woman arrested just before injecting herself with heroin in parking garage

MANCHESTER, NH – Kimberly Noonan, 32, of Manchester, was arrested April 29, charged with possession of a controlled drug and loitering/prowling after police found her inside the Vine Street parking garage about to inject herself with heroin.

At about 5:40 p.m. Officer Marc Lachance and Officer Fred Gillis were on plainclothes patrol to address the recent rash of thefts from motor vehicles in the downtown area when they observed Noonan walking in the area of Elm and Concord streets. It appeared to police that Noonan was looking inside the windows of numerous parked vehicles. Officers continued to follow her as she entered the northeast stairwell of the Vine Street parking garage.

Officers entered the stairwell and allegedly observed Noonan sitting on a step about to inject herself with heroin. She was arrested and police secured the loaded hypodermic needle.

Noonan was additionally charged with violation of bail conditions.
