MANCHESTER, NH — On May 26 at around 3:30 p.m. members of the Manchester Police Gang Prevention Unit were conducting surveillance related to an arrest warrant for sale of a controlled drug. The officers were looking for Rafferty Libby, 19, in the area of 405 Manchester St. Officers located Libby as he exited a taxi by the address.
Officers were able to detain and arrest Libby. During the course of the arrest Libby was found to be in possession of keys to a 2018 Nissan Rogue, which was parked at the residence, and he had been seen driving earlier in the week.
The vehicle had been reported as stolen by Enterprise Rental Car. He was also found in possession of a Ruger 9 mm pistol, which had been reported as stolen earlier in the year in Manchester. Libby was charged with the warrant along with two counts of receiving stolen property (felony).
