MANCHESTER, NH – Officer Jason Feliciano was flagged down by a motorist at 3:45 p.m. on May 11 in the area of Bridge and Ash streets. He was directed toward the sidewalk in front of 547 Maple St. for an altercation between two men.  He noticed a vehicle parked on Maple Street with an open driver’s side door as he approached the two men.

He spoke with Waseem Zaman, 31, of Manchester, who had been detaining a subject identified as Anthony Webster-Lupoli, 19, of Manchester. According to Zaman, he started his 2006 Toyota and left it running in his Nashua Street driveway before reentering his apartment.

Zaman heard his vehicle being driven away as he entered his home, so he gave chase and caught up to it near 547 Maple St. He pulled the stranger out of the vehicle and held him down until police arrived on scene.

Webster-Lupoli is charged with unauthorized use of a motor vehicle and was scheduled to appear in the 9th Circuit Court-Manchester on May 12, 2017.
