Police zero in on alleged drug house, seize rifles, meth, heroin

MANCHESTER, NH — On October 22, 2019 at approximately 6 a.m. Manchester Police Department SWAT  executed a search warrant at 315 East High St., first floor. There had been numerous complaints from residents about possible drug activity at the address. The Special Enforcement Division began a lengthy investigation and through that, determined that the sale of illegal narcotics was taking place there.

One of the occupants, Jonathan Sargent, 36, had an active arrest warrant for the sale of a controlled drug. Sargent was located and taken into custody without incident. The owner of the address and tenant of the first floor,  Michael Cicciu, 40, and Arica Siegel, 35, were also arrested. Cicciu was charged with being a felon in possession of a deadly weapon and two counts of possession of a controlled drug. Siegel was arrested for an active electronic bench warrant. She was also charged with five counts of possession of a controlled drug.

During the search, police seized three assault rifles, some of which were loaded. They also found two hunting rifles and a muzzleloader. Also seized, two pounds of crystal methamphetamine with a street value of $65,000 and 138 grams of heroin/fentanyl worth approximately $10,000.

As a result of this investigation Sargent was also charged with violation of parole, armed career criminal, and two counts of possession of a controlled drug with the intent to distribute.
