MANCHESTER, N.H. – The Manchester Police Department Special Enforcement Division Street Crime Unit arrested a registered sex offender on drug charges following a Tuesday incident.

While monitoring the area of Union Street and Orange Street for illegal drug activity, police spotted Joseph Flynn, 54, of Manchester.

According to police, Flynn was behaving in a suspicious manner and allowed police to search his person, where they report finding crack cocaine in his sock.

Flynn was charged with alleged possession of a controlled drug.

Police indicated that he was registered as a sex offender after being released from prison in July, but has a history of failing to re-register, and has no fixed home address.

He was released on personal recognizance bail.

Anyone accused of a crime is innocent until proven guilty by a court of law.
