MANCHESTER, NH — Officer Michael Roscoe Jr. completed a motor vehicle stop at 7:10 a.m.  on Dec. 13 after witnessing the driver of a 2011 Kia speed past other vehicles on Wellington Road. The officer watched the operator accelerate rapidly past another vehicle in an attempt to get around the car to gain access to the Interstate 93 on ramp. He felt the operator’s excessive speed and unsafe operation was a danger to others on the roadway due to the icy road conditions, so he activated his emergency lights.

Officer Roscoe attempted to catch up with the operator on Wellington Road while activating his emergency lights and sirens, but the driver initially refused to stop for him. Instead, he turned on to the Interstate 93 on ramp from Wellington Road and proceeded south on Interstate 93 for over one mile. The officer watched the operator weave in and out of traffic on the highway before stopping for him.

Marcus Giancola, 36, or Bellingham, Mass., was arrested and charged with disobeying a police officer and issues a motor vehicle summons for negligent driving (V). He was scheduled to appear in the 9th Circuit Court-Manchester on January 17, 2018.
