MANCHESTER, NH – Officer Tom Donovan was patrolling the area of Auburn and Union streets at 3:40 a.m. on July 13 due to recent car break-ins reported in the immediate area. He observed a man, later identified as Paul Frascona, 48, of Manchester, getting into a parked motor vehicle, so he got out of his cruiser and walked toward the 1994 Buick.

Frascona fled from the car as soon as he realized a police officer was nearby. Officer Donovan grabbed Frascona as he attempted to flee and began struggling with him. Officer Donovan transitioned Frascona to the ground and was able to maintain control of him until Officer Matthew O’Connor arrived to assist with the arrest.

The Buick was reported stolen out of Manchester on July 10, 2017 and was involved in a vehicle pursuit with the Hooksett Police Department on July 11, 2017. Frascona, who is out on parole, was charged with receiving stolen property, resisting arrest/detention and violation of bail. He is scheduled to appear in the 9th Circuit Court-Manchester on July 13, 2017.
