A city man was charged after exposing  his genitals and mooning a group of people Oct. 2 outside a Laurel Street residence.

Jonathan Moquin, 25, was charged with disorderly conduct, indecent exposure and lewdness for the alleged incident, described by police as follows:

Manchester Police responded to the area of 366 Central St. on October 2, 2014, just after 10 p.m. for a report of a disturbance. Upon arrival, officers spoke with several witnesses and victims about an ongoing dispute with Moquin.

The complainants stated they were sitting in front of a residence on Laurel Street as Moquin allegedly walked up to the fence and began making derogatory, racial statements toward them. One of the victims, Alex Rivera, told Moquin to leave the area. Instead, Moquin allegedly pulled down his pants and flashed his buttocks in their direction. According to the police affidavit, Moquin then pulled down the front of his pants, grabbed his genitals and made additional derogatory statements.

One of the victims was a 17-year-old female, so based on Moquin’s behavior he was taken into custody and charged as stated above. Both are misdemeanor level offenses. Moquin was arraigned in district court Oct. 3.
