A warrant for his arrest was issued in December of 2015 for failure to appear. He was last known to be living in Manchester and has friends, family and associates in the area.

Garst was arrested in connection with an Aug. 19 incident involving several police officers that responded to a huge street fight at Amory and Dubuque streets.

As Officers Casey Finn and Alexander Martens arrived, those involved in the fight began running from the scene, down the alleyway west on Cartier Street, toward Kelley Street.

Officers Finn and Martens stopped a vehicle at the scene and questioned the female driver and her male passenger. Through their investigation, a consent to search the vehicle was conducted, police said, and the officers located a loaded Colt 1911 .45 ACP firearm with 6 rounds of loaded ammunition and a shoulder holster inside the vehicle. The firearm had an altered serial number, but police determined the firearm was reported stolen from a residential burglary in Manchester on August 15.

Further investigation led to Garst’s arrest in that case.

He was charged with receiving stolen property; convicted felon in possession of a firearm; changing marks on a pistol or revolver; and probation/parole hold. Garst was scheduled to appear in the 9th Circuit Court-Manchester on August 20.

If you know of the his whereabouts or have observed a person that resembles Garst, please contact U.S. Marshals Fugitive Task Force Task Force Officer Scott DiGaetano , 603-225-1632, or call 1-877-WANTED-2.

He is considered armed and dangerous. Do not attempt to apprehend him yourself.
