Father of 2 charged with endangering welfare of children

MANCHESTER, NH — Patrol officers responded to a Quirin Street apartment house at 3:40 a.m. on Nov. 21 to check the condition of a 26-year old resident and the children residing in apartment #3.

The reporting party felt the father of two, James Grenier, 26, of Quirin Street, was in danger of harming himself. The officers arrived on scene and spoke with Grenier outside of the apartment building. Grenier stated he was not in danger of harming himself and allowed the officers to enter the apartment so they could check the condition of his children, ages 2 and 4.

Officers found the children in extremely unsanitary and unsafe conditions. The officers observed feces in the bedrooms, as well as the beds the children were sleeping on. His 4-year-old son was in a harness attached to his bed, which was covered in both feces and urine. His 2-year-old daughter was unclothed and also covered in feces inside of her crib. The officers determined the condition of the home was deplorable with both feces and trash covering the floors. The fly infested apartment had food on the counters and piles of human and animal feces scattered throughout the apartment floors. The pungent odor lingered throughout the hallways of the apartment building.

The children were removed from the home and placed in the care of their grandparents. The Department of Child and Family Services was also notified. James Grenier was taken into custody and charged with two counts endangering the welfare of a child and one count reckless conduct He was scheduled to appear in the 9th Circuit Court-Manchester on November 21, 2016.
