Adrian Maas, 21, and Joseph McLaughlin, 24, no address known, were both charged with possession of a narcotic drug.

Detectives Mark Harrington and Jonathan Duchesne of the police department’s Street Crime Unit, which works under the Special Investigative Division, made the arrests outside an Orange Street address.

According to a police narrative, Detectives Harrington and Duchesne observed Maas and McLaughlin enter an Orange Street apartment. A short time later, both men emerged from the building and entered a parked blue Toyota Corolla. The detectives watched the vehicle drive past Myrtle Street and park in the rear parking lot of 1301 Elm Street.
