Driver runs red light, crashes on Queen City Bridge

MANCHESTER, NH — Two people were arrested on drug charges Monday after a crash on the Queen City Bridge, based on the following police narrative:

Manchester Police Officer’s Keith Chandonnet and Dave Ghiorzi were stopped at a traffic light on Queen City Avenue and Elm Street Jan. 11 at about 1 p.m. when they noticed a speeding car pass them and continue westerly through a red light.

The officers observed the 2001 Volvo operate in the “left turn only” lane on Queen City Avenue as it continued straight across Elm Street toward the Queen City Bridge. They activated their emergency lights and proceeded west toward Sundial Avenue.

They approached the intersection and located a 2010 Nissan Versa, which had been struck by the 2001 Volvo. The Volvo was stopped in the east bound travel lane, but still facing west. The Volvo driver, Starjuline Francis-Content, 25, of Manchester, was arrested on a previous warrant. She was also charged with reckless conduct (a felony); and 2 counts of possession of a controlled drug once officers located .4 grams of crack cocaine and eight Clonazapam pills during a search incident to arrest.

Her passenger, Shane Shaffer, 24, of Manchester, was also arrested. Officers located a small quantity of marijuana on the floor, directly below  Shaffer’s feet. Officers located two Clonazapam pills during the search incident to arrest. Shaffer was charged with possession of a controlled drug (a felony); and Possession of a controlled drug (misdemeanor). Both were scheduled to appear in the 9th Circuit Court-Manchester on January 12, 2016.

Clonazapam is a sedative prescribed primarily to treat anxiety and seizure disorders.

The operator of the Nissan Versa, Chari Lynn Rossen, 44, of Center Barnstead, was not injured. Both vehicles were towed from the scene. Francis Content was issued a motor vehicle summons for a traffic light violation at Queen City Avenue and Elm Street.
