Driver operating without headlights arrested after brief footchase

Police say the driver ran from the scene after he was pulled over for operating without headlights.

MANCHESTER, NH – Officer Thomas Donovan observed a 2006 Honda Accord operating south on Hall Street at 1:45 a.m. on May 9. The vehicle was operating without headlights on, so he conducted a motor vehicle stop in the area of Hall Street and Laurel Street.

The driver, later identified as Victor Perez-Baez, 27, of Manchester, pulled over and stopped once Officer Donovan activated his emergency lights. However, he exited the driver’s seat and started walking away from the car as the officer yelled for him to stop. Once the officer yelled “stop, police,” Perez-Baez began running westerly on Laurel Street. A brief foot pursuit ensued and Perez-Baez was apprehended in front of 326 Laurel Street.

Officer Donovan caught up to Perez-Baez and transitioned him to the ground in an attempt to place him in handcuffs,

Perez-Baez continued to resist the officer by placing his hands under his body while refusing to comply with the arrest. Officer Matthew O’Connor arrived on scene and assisted with the arrest.

Perez-Baez was charged with violation of bail conditions, resisting arrest/detention and operating after suspension (second offense). He is scheduled to appear in the  9th Circuit Court-Manchester on May 9, 2017.
