Derry man charged with prowling after ‘skulking’ around parked cars

MANCHESTER, NH – James Cavanaugh, 24 of Derry, was arrested April 16, charged with prowling after he was seen by undercover officers allegedly making repeated “loops” around Arms Park and Fratello’s Restaurant  on foot. The officers grew suspicious because he was walking in between cars while looking inside each vehicle he passed.

Manchester Police Officers Brian Karoul and Marc Lachance say Cavanaugh was “skulking” around parked cars and acting suspiciously.

Thefts from motor vehicles have steadily increased this year and the millyard has been a frequently targeted area. The officers decided to follow the subject and watched him go through the Gold’s Gym parking lot before heading back toward Fratello’s Restaurant. His behavior remained consistent as he frequently looked into the parked vehicles while slowly walking past each row of cars.

Officer Karoul stopped him in front of Fratello’s and spoke with him about his actions and behavior. Cavanaugh was unable to dispel the officer’s alarm and was unable to provide a legitimate purpose for being in the private parking lots. He was ultimately charged with prowling/loitering.
