Concord Man charged with shoplifting, sexual assault for grabbing teen’s buttocks

HOOKSETT, NH – Arthur Vigeant, 21, of Concord, turned himself in on Jan. 24 at Hooksett Police headquarters on multiple charges, including sexual assault of a teenager, based on the following police narrative of an incident that took place last week:

On January 17, 2018 at 6:42 p.m., Officers from the Hooksett Police Department were dispatched to Walmart located at 3 Commerce Drive for a report of a male who sexually assaulted a 13-year-old female. While en route to the area, a description of the man was provided by witnesses and employees and Officers were advised that the male left the store and was in the parking lot. Officers arrived on scene and made contact with Arthur Vigeant.

After speaking with the victim, witnesses of the incident and reviewing video surveillance, the incident that occurred was described as follows.

Vigeant arrived at Walmart at approximately 3:18 p.m. where he obtained merchandise and left the store without paying for the items. Vigeant then went to Bass Pro Shops and later returned back to Walmart. At approximately 6:38 p.m., Vigeant approached a 13-year-old female and grabbed her buttocks. The juvenile quickly pushed Vigeant’s hand away and he was confronted by the juvenile’s family. Vigeant then left the store and was located shortly after by police. Vigeant spoke to officers and admitted to grabbing the buttocks of the juvenile and taking merchandise from the store.

Because Vigeant appeared to police to be under the influence of drugs, he was taken into protective custody before being brought to the Elliot Hospital for further evaluation.

On January 23, 2018, an arrest warrant was completed for Vigeant for the crimes of sexual assault, simple assault and willful concealment. On January 24, Vigeant turned himself in at Hooksett Police Department headquarters, where he refused the services of a bail commissioner. Vigeant was transported to the Hooksett 6th Circuit Court where he was arraigned and released on $5000 Personal Recognizance bail.
