Burglar alarm leads to arrest of man for drug possession, criminal mischief

MANCHESTER, NH – Officer Michael Roscoe and Garrett Bombard responded to an alarm call at 550 Old Wellington Road approximately 2:50 p.m. on June 3, 2017. Officer Roscoe informed Officer Bombard that he observed a male subject leaving the area as he investigated the burglar alarm at the residence.

Officer Bombard located a man walking on Wellington Road. He stopped Rowan Graham, 33, Manchester, and spoke with him about the incident. The subject had two outstanding warrants, so the officer placed him into custody and conducted a search incident to arrest. Graham attempted to run away from the officer as the officer felt a small, round object inside of the front of his pants even though he was handcuffed. The officer grabbed him and transitioned him to the ground to prevent him from running away. Graham struck the side of the police cruiser causing a small dent prior to landing on the ground.

Graham continued fighting even after the officers deployed a taser and continued to reach for the unknown object inside of his pants. He stopped fighting after the officer deployed the taser for a second and final time. They located two small bags of a hardened white substance believed to be crack cocaine (7.4grams) on the ground near Graham. The officer determined it was the same object he felt during the search incident to arrest. The officer’s cell phone was damaged during the incident, so he was charged with possession of a controlled drug, two counts of criminal mischief and one count resisting arrest/detention. He had two additional warrants for criminal mischief. He is scheduled to appear in the 9th Circuit Court-Manchester on June 6, 2017.

The officers returned to speak with the homeowner who confirmed his house alarm had activated, but nothing appeared to be out of order.
