9 arrested in MPD’s ninth installment of Operation Granite Hammer

MANCHESTER, NH – Nine people were arrested  Oct. 24 as part of the city’s ongoing Operation Granite Hammer drug initiative.

The investigation was conducted by Manchester Police Special Enforcement Division in conjunction with the New Hampshire State Police Narcotics Investigation Unit and the United States Drug Enforcement Administration (DEA) High Intensity Drug Trafficking Area (HIDTA.)

The following people were charged as follows, and scheduled to be arraigned Oct. 25 in the 9th Circuit Court District of Manchester:

  • Rachel Moyer, 32, of 72 Shirley Park Road, Goffstown, was arrested on a warrant from Goffstown Police for theft;
  • Scott Lavoie, 57, 300 Hanover St, #2, Manchester, was arrested for possession of a controlled drug (fentanyl);
  • Kristopher Cote, 36, of 211 Ash St., Manchester, was arrested for possession of a controlled drug (two counts, crack cocaine and marijuana) and falsifying physical evidence;
  • Christine Rhea, 27,  of 178 Crowley Falls Road, Brentwood, was arrested for possession of a controlled drug (crack cocaine) and probation violation warrant;
  • Amanda Loiselle, 28, of 17 Suffolk Court, Bedford, was arrested for probation violation warrant;
  • Brian Huoppi, 35, of 118 Riddle St., Manchester, was arrested for possession of a controlled drug (heroin);
  • Shane Crawford, 34, 25 Connecticut St., Woodsville, was arrested for possession of a controlled drug (heroin);
  • Rifat Syla, 25, of 216 Valley West Way, Manchester, was arrested for resisting arrest;
  • Kaelyn Burchi, 27,  of 809 Brent St., Manchester, was arrested for possession of a controlled drug (crack cocaine)

The Opioid Abuse Reduction Grant awarded by the state allows for a collaborative multi-agency effort to continue disrupting the street level distribution of illicit drugs and illegal possession of firearms within the City of Manchester.

This was the ninth installment of Operation Granite Hammer. Prior to these arrests, Granite Hammer had resulted in:

  • 94 Arrests
  • 777.1 grams (1.71 pounds) of heroin seized
  • 2,205.8 grams (4.86 pounds) of cocaine seized
  • 3.2 grams of crack cocaine seized
  • 144.5 grams of crystal methamphetamine seized
  • 833 grams (1.83 pounds) of marijuana
  • 4 rifles seized
  • 5 pistols seized
  • 2 vehicles seized
  • $151,802.00 cash

Other Miscellaneous items confiscated:

  • 40 Suboxone strips
  • 324 Alrazolam tablets
  • 12 Dextro Amphetamine
  • 23 Oxycodone pills
  • 7 Subutex pills
  • 3 Methadone pills
  • 38.4 grams of counterfeit heroin
