9 arrested in drug raid targeting suspected drug dealers

MANCHESTER, NH – The Manchester Police Special Enforcement Division, in conjunction with New Hampshire State Police Narcotics Unit, executed a joint operation Sept. 3, 2015, to apprehend suspected drug dealers operating within the Queen City. The investigation involved undercover detectives purchasing illegal drugs from the targeted addresses over the past several weeks.

The multi agency drug raids began around 4 p.m. Thursday when search warrants were executed at the following addresses:

  • 178 Central Street, first and third floor apartments;
  • 144 Lake Avenue, apartment 21;
  • 452 Pine Street, apartment 311.

Members of the Manchester Police SWAT team also took part in the operation and assisted in rounding up four unintended targets at the Central Street address, which had more than 21 individuals inside. All of the subjects appeared to be under the influence of drugs or alcohol. Three of the four subjects were arrested on outstanding warrants and only one was charged with Possession of a Controlled Drug (marijuana).

The result of the raid included nine arrests (five of the arrests were for possession with intent to distribute); 128 grams of crack cocaine (street value $13,000); 17.8 grams of heroin (street value $1,400); 6.5 grams marijuana (street value $100); 7 alprazolam .5 mg pills (street value $70); 7 oxycodone 15 mg pills (street value $105) and a seizure of $9,099 dollars.

The first arrest occurred outside in the area of Pine Street and East High Street. There, officers were able to locate Khamin Todd, 29, of Manchester, while he was walking in the area. Todd was charged with fugitive from justice (out of New York City); possession with intent to distribute crack cocaine (76 grams with an estimated street value of $11,500.00); possession with intent to distribute heroin (17.8 grams with an estimated street value of $1,400.00) and possession of a controlled drug (6.6 grams of marijuana with an estimated street value of $100). They also recovered and seized $1,717 cash.

Todd’s alleged co-conspirator, Vienna Rivera, 29, of Manchester, was located inside of the Pine Street apartment.   She was taken into custody without incident and charged with sale of a controlled drug (heroin). Detectives also located and seized $4,800 cash from the apartment.

While executing the Central Street warrant, detective’s were able to locate and arrest Courtney Barrett, 43, of Manchester. He was the intended target who was ultimately charged with sale of a controlled drug and placed on a 72-hour hold for a warrant stemming from a probation violation.

The other four individuals arrested inside of the Central Street apartment were: Jose Agosto Guerrios, 19, of Bell Street, Manchester. He was charged with possession of a controlled drug (marijuana); Charleyann Martin, 25, no fixed address. Martin was arrested on an electronic bench warrant from Raymond. Jessica Michaud, 32, no fixed address, was arrested on two non-drug-related warrants. Warren James Helm, 29, no fixed address, was also arrested on a non-drug-related warrants from another agency.

The third search warrant executed at 144 Lake Avenue, apartment 21, resulted in the arrest of Sandra Quintanilla, 38, and Angel Rodriguez, 26,  both of Manchester. Quintanilla was charged with possession with intent to distribute crack cocaine. Rodriguez was charged with possession with intent to distribute crack cocaine and sale of a controlled drug (heroin).

Detectives seized 51.5 grams of crack cocaine (street value of $7,000), 7 alprazolam pills, 7 oxycodone pills and $2581 in cash inside the Lake Avenue apartment.

Quintanilla was released on $5,000 cash/surety and is set to appear in the 9th Circuit Court-Manchester on September 9, 2015. Agostos Guerrios was released on $1,000 personal recognizance bail and will appear in the 9th Circuit Court-Manchester on October 9, 2015. The other seven individuals were scheduled to appear in the 9th Circuit Court-Manchester on September 4, 2015.
