2 face drug charges after targeted surveillance of an Orange Street address

MANCHESTER, NH – Two men were arrested Oct. 4, charged with possession of drugs following an investigation by the Special Enforcement Division (SED.)

On Monday detectives observed a 2006 Lincoln Zephyr pull up to an Orange Street apartment house at approximately 12:20 p.m. while conducting surveillance.

Complaints have been lodged by multiple neighbors regarding possible drug activity at the Orange Street address, police said.

SED detectives observed the Zephyr parked in front of the dwelling and watched as the driver, later identified as Timothy Bill, 43, of Manchester, leave the vehicle and walk into the apartments while passenger Anthony Richardson, 44, of Manchester remained inside the car.

Bill returned less than five minutes later and drove west on Orange Street. A marked patrol unit was in the area and conducted a motor vehicle stop at Merrimack and Union streets after witnessing two motor vehicle infractions (failure to use turn signal).

Richardson exited the vehicle and spoke with Det. Eric Joyal. He consented to a search of his person. Detective Joyal located a syringe, crack pipe and .07 grams of crystal methamphetamine, so he was placed into custody and charged with one count possession of a controlled drug.

Detectives located 1.5 grams of crack-cocaine and small amount of crystal methamphetamine on Bill. He was also taken into custody and charged with two counts possession of a controlled drug. Both men will appear in the 9th Circuit Court-Manchester on October 5, 2016.
