2 arrested by ‘prostitution patrol’ for illicit sex in SUV on Cypress Street

MANCHESTER, NH –  Two people were arrested following complaints of “lewd activity” in a parked SUV the area of Lincoln and Manchester streets.

Joseph Dubois, 52, and Jacqueline Tinsley, 22, were arrested Jan. 25, both charged with lewdness/indecent exposure after police say they were caught engaging in an illicit sexual act.

Patrol officers Tyler Shaw and Jonathan Duchense were patrolling the area of Lincoln Street and Manchester Street at 7:20 p.m. on January 25  when they observed a female later identified as Tinsley enter a 2002 Toyota Highlander operated by a man, later identified as Dubois. Police followed the vehicle to the area of 335 Cypress Street and immediately observed behavior consistent with illicit activities, such as prostitution.

The officers approached the vehicle and allegedly observed the subjects engaged in a sexual act. They confronted both subjects and both denied any wrongdoing. Both subjects were arrested.

Dubois will appear in court on March 1, 2015 and Tinsley will appear in court on Feb 26, 2015.

Police said the patrolling of this area is part of an effort to address quality of life issues that plague certain neighborhoods throughout the city, including prostitution.
