2 arrested after separate incidents at Victory Park

MANCHESTER, NH – Manchester Police arrested two men in two separate incidents the originated at Victory park on Aug. 15.

According to a police narrative, officers were dispatched to Victory Park,  443 Chestnut St., at approximately 5 p.m. on Wednesday for a report of a fight. Upon arrival Officers found the fight had broken up however there were still 20 to 30 people in the area. A man approached the officers and began swearing and acting disorderly. He was identified as David Leblanc, 34, of Manchester. Several people in the park tried to tell Leblanc to stop swearing and leave the park. Leblanc refused and continued to scream obscenities at officers and others in the park. Officers attempted to calm Leblanc down and have him leave the park however he refused them as well. Officer Bates and Officer Tucker attempted to take Leblanc into custody. While attempting to arrest him, Leblanc began struggling with the officers. During the struggle, Officer Bates was struck in the back by Leblanc. Leblanc was eventually taken into custody and charged with Disorderly Conduct, Resisting Arrest, and Simple Assault on a Police Officer. He is scheduled to appear before the 9th Circuit Court-Manchester on September 9, 2018.

Three hours later Officer Brian Karoul was in the area of Victory Park when his attention was drawn to a vehicle stopped in the middle of Amherst Street. Officer Karoul could hear yelling and noted that the disturbance was between a man in the vehicle and several people in the park. He approached the vehicle to investigate the disturbance and the vehicle suddenly took off, failing to stop for the stop sign at Pine Street. Officer Karoul pursued the vehicle in an attempt to stop it. The driver of the vehicle refused to stop and went through several more stop signs. Officer Karoul was able to obtain identifying information for the vehicle and cancelled his pursuit due to the traffic conditions and the actions of the suspect.

Further investigation led officers to 16 Walnut St. where the operator of the vehicle, identified as Devin Wachenfeld, 23, of Manchester, was located. It was later learned that after the pursuit had been cancelled, Wachenfeld was involved in a minor accident and continued to flee. He was taken into custody and charged with disobeying and police officer and conduct after an accident. He is scheduled to appear in the 9th Circuit Court-Manchester on August 16, 2018.
