MANCHESTER, NH – Jacob Howard, 32, of Manchester, was arrested Aug 4. on two warrants charging him with felony conduct after an accident and carrying/selling a dangerous weapon.
At about 2:40 p.m. on Tuesday Officers Peter Boylan and Darren Murphy Howard at a local hospital while he was visiting a patient. He was taken into custody, which included a routine pat-down, at which time officers located two small foil wrappings inside of his cargo pants pocket. The foil contained burnt residue and two small pieces of a hard substance, which later tested positive as heroin.
Howard was carrying a backpack at the time of the arrest, which was searched for contraband. Inside, officers located a large chunk of heroin (6.71grams), a small scale and more than $600 cash. The officers believed the heroin was packaged in a manner consistent with someone attempting to sell it, so Howard was additionally charged with possession of a controlled drug with intent to distribute; and possession of a controlled drug. He was scheduled to appear in the 9th Circuit Court-Manchester on August 5.
