MANCHESTER, NH – Amber Carlow, 23, of Londonderry, was arrested March 26 by an officer on “hot spot” patrol. She is charged with possession of heroin.

Officer Eric Joyal of the patrol division, was patrolling in the area of Beech and Spruce streets around 2:40 a.m. when he observed two people walking in the roadway. Officer Joyal was able to stop one of the two, later identified as Carlow. He did not locate and identify the second person.

As Officer Joyal approached Carlow he became suspicious her due to her actions and movements while making repeated attempts to reach into her pockets. Officer Joyal spoke with Carlow about her behavior and the reason for the stop. Carlow allegedly advised the officer that she was in possession of a needle. A subsequent search resulted in the seizure of .77 grams of heroin, a syringe and two burnt spoons.

Carlow was arrested and charged with possession of a controlled drug (heroin) and transported to Manchester Police Headquarters and booked without incident. She was  scheduled to appear in the 9th Circuit Court-Manchester on March 26.
