Couple found on bike path ready to inject heroin, their baby nearby

MANCHESTER, NH — Community Policing Officer’s Justin Maguire and Ed Devereaux were patrolling the bicycle path on the city’s West Side on August 14 at approximately 1:30 p.m. when they observed a man allegedly injecting a woman with heroin, with a baby stroller parked nearby.

The officers encountered Jose Arroyo Castillo, 28, and Chelsea Kiman, 23, both of Manchester, sitting on a rock along the bike path facing each other, a baby stroller nearby with their 4-month-old infant inside. The officers witnessed Arroyo Castillo tie something around Kiman’s arm as he uncapped a needle.

The officers made contact with the couple and witnessed Arroyo Castillo throw the needle into a nearby purse. They also witnessed him throwing additional items on the ground in an attempt to conceal or destroy evidence. They retrieved a syringe loaded with heroin from Kiman’s purse. They also located a small white rope and a spoon containing cooked heroin.

The infant was unharmed, and the child’s grandfather was contacted to take custody of the child and remove the child from the scene. Kiman was charged with possession of a controlled drug, endangering the welfare of a child and violation of bail for bail conditions set forth on July 28, 2015.

Arroyo Castillo was charged with possession of A controlled drug and endangering the welfare of a child. Both are scheduled to appear in the 9th Circuit Court-Manchester on Monday August 17, 2015.
