Condition check leads to arrest of wanted felon on new drug and weapons charges

MANCHESTER, NH – Andrew Emanuel, 36, of Manchester, was arrested Sept. 1, charged with being a felon in possession of a firearm based on the following police narrative:

On September 1 at 8 a.m., Manchester Police responded to the rear alley of 664 Grove St. for a report of two male subjects in a vehicle who were not alert and slumped over. Upon arrival, officers located the vehicle in the alleyway and a syringe on the ground just outside the vehicle door.

Officers checked the subjects to see if medical attention was needed. The officers noticed that both subjects were now alert and refused medical attention. While speaking with the occupants, it was determined that the passenger, Emanuel, had an active warrant for his arrest.

He was taken into custody. Officers located a firearm in Emanuel’s pants pocket. A records check showed that Emanuel was a convicted felon for a previous drug conviction that prohibited him from being in possession of a dangerous weapon. Emanuel was additionally charged with felon in possession of a firearm. Also in Emanuel’s possession were two knives, heroin, crystal methamphetamine and numerous pills, police said.

While collecting Emanuel’s belongings, which included a backpack from the vehicle, officers located a second firearm that was concealed under the backpack.   The backpack contained heroin, crystal methamphetamine, ecstasy pills, fentanyl strips, marijuana, digital scales and small Baggies commonly used to package illegal drugs.

Emanuel was scheduled to be arraigned in the 9th Circuit District Manchester to answer to the charges of felon in possession of a dangerous weapon, possession of a controlled drug and violation of bail conditions.
