4 arrested after shots fired during street fight, woman injured with brass knuckles

MANCHESTER, NH – Manchester Police responded to the area of Maple and Spruce streets at 3:20 p.m. on  May 25 for a reported fight involving a firearm. A witness called in to police dispatch to report one of the males on scene had fired a handgun into the air, which dispersed the crowd involved in the altercation.

Multiple officers arrived in an attempt to locate a possible victim(s), witnesses and the alleged perpetrator. Officer Shawn McKennedy spoke with the person who called in, who lives in the area. The 60-year-old woman told the officer that she heard a gunshot so she looked out the window and saw a man holding a handgun in the air.

Officer McKennedy spoke with an 18 year-old woman who stated she engaged in a physical altercation with another woman, whom she identified Jailene Vega Pagan, 24, of 394 Second St., Manchester.

The victim stated Vega Pagan had struck her several times with a set of “brass knuckles.” It was at the time of the altercation that Vega Pagan’s boyfriend, identified as Orlando Velez Casiano, 23, also of 394 Second St., allegedly fired a handgun into the air before fleeing the area with Vega Pagan.

The victim’s father took her to the hospital where she was treated for non-life threatening injuries sustained to her head and face. Vega Pagan and Velez Casiano fled the scene but were arrested inside of the Manchester Police Department a short time later when they agreed to speak with police about the incident.

Vega Pagan was charged with second-degree assault and was released on $1,000 cash/surety bail. Velez Casiano was charged with reckless conduct and released on personal recognizance. Officers made two additional arrests before Velez Casiano and Vega Pagan turned themselves in. Officer Casey Finn arrested Keishla Casiano, 22, of 289 Spruce St., behind her residence. Officer Finn observed Casiano attempt to leave the rear of the address as the officers investigated the initial shooting call for service. She allegedly assaulted the officer by kicking him in the shin as he attempted to detain her and make sure she was not armed and/or involved in the call for service. The officer did not sustain a serious injury and immediately returned to work.

She was ultimately charged with resisting arrest/detention and simple assault. She was released on $500 cash/surety. She is scheduled to appear in the 9th Circuit Court-Manchester on June 29, 2016.

Another woman was arrested in the area of the initial call. Detective Derek Feather arrested Katria Cancela, 29, of 287 Spruce St., Manchester. Detective Feather stopped Cancela as she hurriedly walked away from the area where the altercation occurred. She was sweating profusely and appeared to be avoiding contact with the detective, so he felt she may have been involved in the fight or may have been involved. He observed a large object inside of her shirt so he asked her what it was. She removed it as she opened the small package, which released an unknown quantity of a powdery substance into the air.

A female officer arrived on scene and removed the drugs from her shirt. The remnants were weighed at police headquarters. The .8 grams of powder tested presumptive positive for heroin. Cancela was charged with possession of controlled drugs. She was released on $500 cash/surety and is scheduled to appear in the 9th Circuit Court-Manchester on June 29, 2016.
